CCEA members voted to approve the proposed changes. Below is a brief review
of the language and financial agreement reached for school years 2010-2011
and 2011-2012.
Salary –
Policy 4141 (teachers),

(nurses) and 4879
(mental health)
For SY 2010 -2011 and SY 2011-12, there will
be a zero (0) percent increase to the base and the increase in
compensation for advancement on the salary schedule shall effectively
be delayed one-half year. Therefore, in each year the teacher’s salary
shall be equal to one-half the salary of the previous year’s salary
step plus one-half the salary at the current year’s salary step. The
monthly salary in each year shall reflect this amount spread over the
whole contract year.
There is no change in educational
advancement language; current language will remain in effect.
Teachers and mental health employees who are
currently receiving Experience Credit (EC) payments will be moved to
the salary step that reflects both in-district and recognized out of
district experience. This will change will allow the total phase out of
the EC program.
Insurance – Policy 4144 (teachers),

(nurses), and 4872
(mental health)
The District medical contribution will
remain unchanged from the amount contributed in SY 2009-2010. The
District will credit to the PDA an additional aggregate total of
$500,000.00. The teams will meet in 2011 to recommend to the Insurance
Committee the distribution of any PDA funds to be used as an increase
in the District medical contribution.
Nurses'
Employment – Policy 4710
Effective July 1, 2010 a newly hired nurse
will serve a two (2) year probationary period. At the end of either of
the probationary years, a nurse may be terminated without just cause or
due process. All nurses employed with the District during SY 2009-2010
have non-probationary status.
Teacher and Mental
Health Work Year – Policy 4116
(teachers) and 4871
(mental health)
For the school years 2010-2011 and 2011-2012
the amount of scheduled teacher directed non-contact time will be
increased by an additional one-half (1/2) day.
Negotiated Rights –

Language was added such that an employee who
is acting prudently and within the scope of their employment the
employee will not be held responsible for lost or damaged to district
or student equipment or technology. Equipment or technology includes
but is not limited to cell phones, iPods, computers, etc.
Moved the Memorandum of Unerstanding (MOU)
on Protection and Safety in to policy language with specific elements
to each employment group.
Negotiated Policy –

Language to limit the scope of negotiations
for SY 2010-2012 to Insurance, mutually agree to items and changes to
“Total Program Funding” for the District, including either increases or
decreases by 1.75% in funding the parties agree to reopen negotiations.
Added language that in the event of changes
in state or federal statute or regulation that invalidates part or all
of an existing policy or procedure or as a result of the change, the
parties will participate in negotiations regarding such a change.
Two methods to reach resolution of
negotiated issues, mediation and fact-finding language, was added to
nurse negotiated policy; this addition mirrors language in Teachers and
Mental Health policy.

Site-Based
Management Model, Public
Concerns/Complaints about Instructional Resources (KEC), Public
Concerns/Complaints about Teaching Methods Activities or Presentation
(KEF) will have their provisions extended until June 30,
2012.
Technology Task Force
The purpose of this Task Force is to provide
thoughtful guidance on recommended District Policies and procedures
regarding the use of technology to clearly communicate expectations and
to facilitate the implementation of uniform policies throughout the
District.
